Constitutional Amendment R:

House Joint Resolution 1003 relating to the authority of the South Dakota Board of Regents.
For the full text, go to:  https://sdsos.gov/elections-voting/assets/HJR1003.pdf

I support Amendment R as proposed by the 2016 Legislature.

Constitutional Amendment S:

An initiated amendment to the South Dakota Constitution to expand rights for crime victims.
To read the Attorney General's explanation and to read the full text of the initiated amendment, go to:  https://sdsos.gov/elections-voting/assets/2016_CA_ExpandRightsforCrimeVictims.pdf

I oppose Amendment S, more commonly referred to as Marsy's law. The State Bar of South Dakota, through a vote of its members, has deemed the change unnecessary and likely problematic for South Dakota.

Constitutional Amendment T:

An initiated amendment to the South Dakota Constitution to provide for state legislative redistricting by a commission.
To read the Attorney General's explanation and to read the full text of the initiated amendment, go to: https://sdsos.gov/elections-voting/assets/2016_CA_StateLegislativeRedistrictingCommission.pdf

I support Amendment T and the establishment of a nonpartisan commission to establish legislative districts in South Dakota and eliminate gerrymandering.

Constitutional Amendment U:

An initiated amendment to the South Dakota Constitution limiting the ability to set statutory interest rates for loans.
To read the Attorney General's explanation and to read the full text of the initiated amendment, go to: https://sdsos.gov/elections-voting/assets/2016_CA_LimitingtheAbilitytoSetStatutoryInterestRatesforLoans.pdf

I strongly oppose Amendment U brought forth by the payday lending industry. The industry preys upon those that can least afford it and this amendment would allow them to charge nearly unlimited interest rates. It would also eliminate the proposed 36% rate cap of Initiated Measure 21.

Constitutional Amendment V:

An initiated amendment to the south Dakota constitution establishing nonpartisan elections.
To read the Attorney General's explanation and to read the full text of the initiated amendment, go to: https://sdsos.gov/elections-voting/assets/2016_CA_NonpartisanElections_AG.pdf

I support Amendment V and the establishment of nonpartisan elections in South Dakota. It would give more people the opportunity to vote and have a voice in their representation.
